Sub: Request for construction of FOB at Kannauj Rly Station (NER) & other demands

Madam,

Regarding above subject of public severe interest, the undersigned would like to bring to your kind notice that ever since Farrukhabad - Kanpur section (Izatnagar Division under NER) is converted to BG movement of fast trains and lot of unscheduled Goods trains started running at faster speed without sufficient signaling and no announcement at railway stations (for passage of fast moving goods trains). This causes lot of inconvenience and safety hazard to the people crossing railway line particularly at Kanauj (District Head Quarters) railway station. In recent time some incidents are reported as lot of students, elders and ladies need to cross the railway track after detraining to reach their destination. The matter has been reported to local and divisional railway officials and even had been highlighted in the print media through public outcry. It is therefore requested that:

FOB should be immediately constructed at Kannauj and Fatehgarh railway stations,

As is mandatory to announce about moving of goods train, so it should be done at each railway station in the section. This is paramount to the safety of passengers and smooth running of goods and passenger trains,

It is hereby again revised of our persistent demand for introducing minimum two pair of passenger trains in the section for smooth ferrying of short distance passengers, students, sick and elderly persons,

Since most of the Platforms in the section are compatible to old set-up (MG) and so in the BG system there happens a lot of inconvenience, it causes delay in train and detrain of passengers including accidental falls. Hence all the stations’ platforms need to be upgraded to BG compatibility,

There should be a computerized reservation counter at important railway station (Gursahaiganj). Hence, it should be opened soon for public convenience and smooth services,

Attitude of the most of commercial staff (ticketing personnel) is quite rude and rustic, unbecoming of a government servant that too of a corporate unit. Hence they should be taught of good manners and corporate ethics.

Sub: Request for removing the fare anomaly in reservation tickets

Madam,

Regarding above subject of public interest, the undersigned would like to bring to your kind notice two important facts as follows:

While purchasing the tickets two times from Kharagpur Computerized Reservation counter for destination Kharagpur (SER in WB) to Gursahaiganj via CNB (under Izatnagar Div, NER in UP) for journey by the same train (Train No 2815 Puri New Delhi Express) the 2nd sleeper class ticket purchased on 18th July cost Rs 367/ (Rupees three hundred sixty seven) and another ticket purchased on 20th July cost Rs 371/ (Rupees three hundred seventy one) as evidenced by document attached herewith. It is surprising to note that while everything remains the same (Train No, journey route as well as destination) why the two different set of computer on two different working days are showing difference in distance and the cost of the ticket?

The 2nd sleeper class (journey by superfast express train) ticket for Chennai Central to Gursahaiganj (under Izatnagar Div, NER in UP) purchased at Chennai Reservation counter cost Rs 520/ (Rupees five hundred twenty) whereas for return journey (Gursahaiganj to Chennai Central) purchased from the available adjoined Railway Station (Kannauj Station in UP) through the same route (by Superfast express train) cost Rs 530/ (Rupees five hundred thirty), thus by ten rupees excess (as evidenced by document attached herewith). Although the desired express/mail train stops at Gursaiganj station, so the tickets are available but since the Passenger Computerized reservation facility is not available at Gursahaiganj station for that reason one has to purchase from the nearby Kannauj or Fatehgarh station due to which excess of ten rupees is charged. It is therefore humbly requested that as long as there is no passenger computerized reservation facility at Gursahaiganj railway station, for the tickets purchased from adjoining stations (Kannauj and Fatehgarh) excess of ten rupees should not be charged for no fault of the passengers.

It is therefore most humbly requested to kindly look into the matters of fare anomaly as stated above such that the passengers should not be charged excess amount for technical reasons. Thank you very much for your kind consideration in the matters of public interest.

Sub: Request proposal for construction of link line (between Gursahaiganj Stn

under Izatnagar Div of NER to Bhogaon Stn under Allahabad Div of NCR)

Madam,

Regarding above subject of wider public interest, the undersigned having come to know the public demand and opinion of larger area people, would like to put forward for your kind attention for sanctioning the project for connecting Gursahaiganj Railway Station (under Izatnagar Division of NER) to Bhogaon Railway Station (under Allahabad Division in NCR) which will shorten the distance for Delhi (for the mail/express trains moving from Allahabad, Chhapra, Kanpur). The existing BG track (from Kanpur to Farrukhabad) by diverting the line from Gursahaiganj Railway Station (for Bhogaon to connect the main track for Delhi) will pass through important towns like Chhibramau, Prempur, Nabiganj, Bewar to connect Bhogaon Station. By doing so, the large chunk of population of historically famed Kannauj district will be covered under railway network and will thus justify the legacy of this district and gesture to the people of Kannauj district in bringing them to national mainstream. The approximate 60 KM stretch of Gursahaiganj – Bhogaon Railway Track will boost agriculture, local employment and overall wellbeing of the much neglected area people. Incidentally the twin districts of Farrukhabad - Kannauj had always remained much neglected for railway projects. Hence it is also requested that the existing single BG track between Kanpur to Farrukhabad (under NER) & Farrukhabad to Mainpuri (under NCR) need to be converted to double track for regulating and strengthening the passenger services as railway is undoubtedly the lifeline of common Indian people.

It is therefore most humbly requested to kindly sanction the grant for the construction of Gursahaiganj to Bhogaon link line in the best of public interest, social justice and equity. Thank you very much for your kind consideration in the matters of public interest.

Sub: Remind request/suggestion regarding aesthesis & public utility

Services at Railway premises in Kannauj District Rly Stations

Madam,

Regarding above subject of wide public interest, based on our survey and inspection at Kannauj & Gusahaiganj Railway stations (under Kalyanpur-Kamalganj section of Izatnagar Division in NER) a request/recommendation letter to GM NER (Gorakhpur with a copy of to you) was made on 15th December 2009 (copy enclosed herewith). The contents of recommendations made (including few more important things) are enumerated as follows:

There need urgent Installation of Computerized Reservation Ticketing Window at Gursahaiganj Railway Station as it feed larger area from where thousands of wage earners are regularly moving to distant places like Mumbai, Chennai, Bangalore, Hyderabad, Pune, Kolkata etc

Minimum 2 pairs of Passenger Trains need to be increased at Kanpur-Farrukhabad Section as after converting the track to BG, frequency of passenger trains is reduced which affect the smooth movement of the short distance rural poor people for their petty needs like schooling, agriculture, marketing and socialization etc

Even after conversion to BG, most of the Station platforms are still low leveled which cause great inconvenience and even accidental fall at these platforms. Hence all the platforms should be converted to high level (compatible to BG coaches),

One more counter for current ticketing windows should be increased at important stations like Kannauj Gursahaiganj, Kamalganj & Fatehgarh

Sanitation, aesthesis & public utility services should be improved as per norms and guidelines of the Railway Board,

There need sufficient deployment of RPF / GPF personnel in respect of crime & crowd control in the premises as well as during the train’s movement,

Illegal use of domestic LPG cylinders by licensed porters at Kannauj and other Rly Stations should be strictly banned as per PDS norms (the matter has been informed to district admin),

The Operating & Commercial staff members at these stations are generally very rude & ill mannered while dealing with public, they should be taught the corporate values / ethics.

It is therefore requested to kindly do the needful so as to match the performance of this section of railway with rest of the fine working sections & divisions of proud Indian Railways. Thank you very much for your kind intervention in the matters of public interest.

Following matters had been processed for making appropriate questions in the Hon’ble Parliament (through friendly Members) in the current session to draw the government attention and redress public grievances:

Q. 1 Six villages in Kannauj District (wherein specially village Roora an independent Gram Panchayat under Umarda Block) are yet to be electrified for which request for special package by Union Power Ministry is desired to get the works executed. The matter has been represented to UP Govt. as well as to Union Govt. The detailed reference is as follows:

Village Roora (Gram Panchayat Roora under Umarda Block),

Villages Rasulpur, Murra & Faizullahpur (Saunsarapur Gram Panchayat, Blok Gugrapur),

Majra Sarai (Gram Panchayat Baramau Bangar, Block Gugrapur),

Village Malmai (Gram Panchayat Malgawan under Umarda Block),

Village Patti (Gram Panchayat Tilsara under Umarda Block),

Village Rammakpurwa (Talagram Block).

Q. 2 Sixteen Gram Panchayat in Kannauj District (UP) had been wrongly reserved for SC (Schedule Castes) for Panchayat elections during past Panchayat elections (in 2005) but these are predominantly inhabited by Muslim community and hence they had been deprived of self representation which is against the constitutional spirit. On the other hand, village Panchayat with significant Harijan population had been kept general. Hence this is clear violation of democratic norms. On account of this, there is lot of resentment in the Minority community while the Union Govt. as well as State Government are talking of their uplift and empowerment. It is therefore most urgently required that these village Panchyat are to be de-reserved for the ensuing Panchayat Polls in the state. Following is reference of such Village Panchayat:

Baccharjapur (Do) 10) Malmai (Do)

Majhpurwa (Talagram Block) 11) Roora (Do)

Malikpur (Do) 12) Nistauli (Do)

Saunsarapur (Gugrapur Block) 15) Sardapur (Block Do)

8) Sataura (Kannauj Block) 16) Sakrawa (Block Do)


Q. 3 Kannauj having been the Capital of the Nation and at helm of political rein during 8th to 12th century AD has numerous rich heritage monuments (maintained by Archeological Survey of India) had ever been badly neglected in their upkeep and development. There is lot of potential for increasing national tourism by strengthening infrastructure and proper upkeep of such monuments. In a recent private survey by local social activist, it has been observed that most of the monuments are in dilapidated condition and their surrounding areas has been encroached by neighboring inhabitants at the callousness of local ASI maintenance authorities. Ministry of Culture and Tourism should device long term plan for exploring potential to regain past glory of such historical place. Some of the listed monuments (as on record) are even non-existent which had been demolished / destroyed for personal usage of the land. The Government is requested to take immediate corrective measures to protect and beautify the heritage monuments for preserving the historical and cultural heritage. Report of local Social Activist is as follows:

Q. 4 In Kannauj district (UP) there exist Bidi workers’ hospital at Gursahaiganj town (under Ministry of Labor and Employment, Govt. of India) which cater routine health needs of nearly sixty thousand card holders (comprising the population of nearly three lakh). Ever since its establishment in 1994, it had been neglected for want of sufficient medical and paramedical/skilled staff and other necessities. The hospital authorities hardly meet grievances of the poor people. The corruption and ineptness is rampant in implementation of various Govt. welfare schemes. The Govt. of India (through Ministry of Labor and Employment surveillance officials need to revamp its functioning & provide sufficient necessities like trained skilled manpower, ambulance, generator and sufficient medicines and dispensing material. In this regard a recent survey on its functioning by local social activist is appended as below:

Q. 5 Kanpur Farrukhabad section (NE Railway) passes through very significant / historically famed Kannauj (UP) which had been converted to BG just four years ago. The upkeep of public utilities and ticketing window services is highly deplorable and far below the standard norms of Railway Board. There need one computerized PRS at nearby important station (Gursahaiganj) which connects vast district area from where thousands of workers routinely travel for jobs to far off places like Mumbai, Chennai, Kolkata, Delhi, Bangalore, Hyderabad, Pune, Trivandrum etc. All the platforms in the section are still low lying (to the tune of MG) which causes inconvenience and often accidental fall. There is no deployment of GRP and RPF personnel at Gursahaiganj railway station. Cleanliness and drinking water facility are in worst state. Moreover behavior of passenger ticketing personnel is quite rude and unbecoming of a corporate system. This section needs minimum two pairs of passenger trains as per demand of the travelling local population. Due to callousness of commercial/ safety officials, the domestic LPG cylinders are being used at Kannauj railway platform by licensed vendors. These serious issues need to be tackled on top priority by the railway ministry. In this regard, representations by local social activist had been made from time to time as shown below:

Q. 6 Kannauj and Farrukhabad twin districts (UP) combined produces country’s largest potato yield. Despite sufficient storage capacity in twin districts, the produce often damages due to bumper crop or downfall in the neighboring market. Since the item is perishable, it needs processing and converting to stable edible items. Ministry of Food Processing Industries Govt. of India should device mechanism to tape the potential thus raising revenue resources and providing local employment opportunities. In this regard, a request letter to Director IICPT, Thanjavur (TN) had been written with copies to ICAR Head Quarters and the Ministry by local social Activist. Hence, Govt. of India (Ministry of Food Processing Industries) is requested to take up the matter to redress the larger public issue. The content of the representation is as below:

Regarding above subject, a brief inspection to the Kannauj Railway station was made and a protest in the complaint book was lodged on 13th Nov 09 (vide file attached herewith) for its deplorable condition regarding poor sanitation & public utility services. Also the condition of Gursahaiganj railway station was assessed which is not satisfactory as per the guidelines of the Railway Board. The serious most problem at these stations is that the current ticket booking windows are overburdened and extremely poor in crowd control such that quite a few people are left without purchasing current general tickets by the time train departs the station. Hence there is acute need to increase the windows for ticketing. Furthermore, since after the functioning of BG line, the quality of service is bettered but the frequency of trains is lowered causing too much of passenger load and loss of time. It is therefore suggested that:

1) Minimum 2 pairs of passenger trains need to be increased at Kanpur - Farrukhabad section,

2) Current ticketing windows should also be increased at all the stations like Kannauj,

Gursahaiganj, Kamalganj & Fatehgarh,

3) Sanitation, aesthesis & public utility services should be improved as per norms and

guidelines of the Railway Board,

4) There needs sufficient deployment of RPF / GPF personnel in respect of crime &

crowd control in the premises as well as during the train’s movement,

5) The Operating & Commercial staff at these stations are generally very rude & ill

Regarding above subject of serious concern (from humanitarian point of view), kindly go through our earlier communication (letter dated 17th Aug 2009 as follows, sent through email). The plight is so grim that we had been repeatedly requesting you (including to all the officials of your Ministry). The corruption on the other hand is so much rampant that there are several brokers who get managed work done by paying hefty ransom. But the same is unbearable by these poor people. The Muslim Community of Village Mohan Nangla of Gram Panchayat Ladaita (under Chhibramau Block / Sub Division) badly needs 15 to 20 sanctioned houses under IAY and 0.50 Acre Land for graveyard in their locality. However the land under the Gram Panchayat is available, but the system is not paying any heed to the issue. Your kind intervention will resolve the crisis/matter of severe public interest & acute necessity.

As per our agenda and commitment, we are every possible efforts and fair assessment of the problem areas under District Kannauj and in its surrounding to help the weaker sections and minority community people such that the fruits of social justice and empowerment (through various schemes launched by Union Govt. with the concept of inclusiveness) reach the needy and deprived persons. Sir,

Regarding above subject of serious concern (from humanitarian point of view) the under mentioned along with Captain Satish Yadav (Retired) visited the site (Mohan Nagla a majra of Ladaita Gram Panchayat under Chhibramau Block of Kannauj District in UP) to observe the severe plight of a cluster of Muslim community people (over thirty five families having total population of nearly 500) living in extreme poverty with no shelter, drinking water or electrification like bare necessities. All such adult members are casual labors mainly depending on partial employment like in NREGA etc. The socioeconomic condition of these people is worst than remote tribals (despite being closely connected with DelhiKanpur Highway (about 5 Km from Chhibramau Sub Divisional town). The pity is that these people had only the APL ration cards although few of them are beggars. They are deprived of Antyodaya & BPL benefits being run by Union Govt. To our closer study, it has been observed that the eligible older and widows are not getting the pension due to corruption & favoritism prevailing in the social & administrative set up.

In this reference a few pictures of the site are attached herewith for your kind perusal & assessment of the situation. As outcome of the survey made by us, the local populace has demanded basic infrastructure and necessities like drinking water hand pumps, Antyodaya & BPL Ration cards, a few houses under Indira Avas Yojana as well as eligible pensions to widows and old age persons. As our agenda and commitment, we are making fair assessment of the problem areas under District Kannauj and its surrounding to help the weaker sections and minority community such that fruits of social justice (through various schemes launched by union Govt. with the concept of inclusiveness) can reach the needy and deprived persons.
