Regards and consolation for the outbreak of health menace
As most of you are well aware and concerned about the incidence of epidemic (viral, chickenguniya, malaria/phylaria and dengue etc) in the Gursahaiganj and its adjoining villages of Samdhan, Ismailpr, Dundwa Buzurg, Majhpurwa and Mirgawan which are relatively backward in respect of life quality and civic amenities. Sudden outbreak of such diseases which has caused more than 10 casualties in the past 4-5 days is a serious matter concerning the health, civic affairs, civil administration and policy makers / enforcement authorities. At such tough time, it is appealed that we should work relentlessly to serve the affected persons and improve sanitary conditions by closely interacting with following officials. They had been approached and pressured by our team both locally as well as from Delhi & Lucknow.
You all are also requested to interact, cooperate and contain the menace as best as possible in the better spirit of humanity above all kind of considerations of caste, creed, religion and political orientation. Improving sanitary conditions in your surrounding (filling the water pits, remove water-logging, avoid excreta on lanes, streets and trenches). Spray disinfectants in home and surrounding, use mosquito net instead of mosquito repellants like Mortein, All out etc. At such moment of sorrow and anguish (due to callousness of local civic and health authorities) we should fight united to face this emergency. Regarding the above subject, I had been bringing to the notice of concerned district officials in respect of the model situation in Kannauj district (however situation in other districts of the state is more or less similar). There is rampant corruption in the examination process for various level of Urdu courses examinations conducted at thousands of centers in the state by different boards/bodies like Jamia Urdu and UP Board of Urdu, Arabic and Pharsi (now upgraded to the level of university (under your able stewardship). It is my privilege to bring to your kind notice that there is chain of touts managing proxy examinees for Urdu language examinations at hefty amount of money with the connivance of the centre manages and the Board officials.
It is established fact that ever since (over 15 yrs) recruitment of Urdu teachers started for Govt. Primary schools, thousands of literally illiterate persons (having no knowledge of Urdu who can’t even write their name in Urdu) got employed through such dubious tactics. We had been demanding the district authorities to verify their credentials and also to conduct screening test (oral and written) in the process of recruitment and posting as teachers in the Govt./ Govt. aided schools. Even the district authorities are also conniving in this ill practice which is quite detrimental to the sanctity of the profession and gross injustice to the language. In this regard, certain requests/recommendations by the undersigned had been put forward to the Kannauj District officials (kindly see the attached file). I shall be highly grateful of your sincere and judicious intervention in the matter to initiate the probe and curb menace such that only the eligible and deserving candidates get their due share in the process of social justice and academic deliverance. Through this representation I am requesting you to kindly take necessary harsh action to punish the guilty teachers benefitted through cheating and the agents involved in it. Sub: Request Proposal for Creating Gursahaiganj Sub Division in Kannauj District
Regarding above subject of wider public interest, I would like to draw your kind attention that having this district borne on 18th Sept 1997 with three Dub Divisions (Sadar, Chhibramau and Tirwa), the Gursahaiganj area and its people’s interest had been overlooked from public convenience and administrative governance point of view. As in the existing set up Chhibramau Sub Division (which include three Blocks: Chhibramau, Saurikh and Talagram) has total number of 201 Gram Panchayat as against 127 Gram Panchayat in Kannauj Sub Division (which include three Blocks: Kannauj, Gugrapur and Jalalabad) and 113 Gram Panchayat in Tirwa Sub Division (which include Umarda and Harseran Block). Thus it shows a clear anomaly in respect of length and size of administrative jurisdiction in historically famed but relatively backward district. In order to consider public convenience and administrative governance, a proposal is hereby put forth before the state Government for creating a new Sub Division in the name of Gursahaiganj (to be located at quite important and convenient place Gursahaiganj Town) by carving out Block Talagram from Chhibramau Sub Division and Jalalabad from Kannauj Sub Division. Details of existing and the proposed set up are shown as follows:
Existing Setup:
Kannauj Sub Division: Block - Kannauj, Jalalabad & Gugrapur, GP 127, Population 311064,
Chhibramau Sub Division: Block–Chhibramau, Saurikh & Talagram, GP 201, Population 493777,
Tirwa Sub Division: Block – Umarda & Haseran, GP 113, Population 352110.
New Setup:
Kannauj Sub Division: Block – Kannauj & Gugrapur, Total GP 93, Population 225815,
Chhibramau Sub Division: Block – Chhibramau, Saurikh Total GP 138, Population 332627,
Gursahaiganj Sub Division: Block – Talagram & Jalalabad total GP 97; Population 246399,
Tirwa Sub Division: Block – Umarda & Haseran, Total GP 113, Population 352110.
By doing so all the four Sub Divisions of district will be evenly located and will be accessible to public within maximum of 12-15 Km with administrative workload being evenly distributed (2 blocks in each Sub Division) and will provide effective and better public services/governance to rural and urban populace. By doing so, Government will fulfill objective of smaller state smaller district and Sub Division for equitable justice and welfare of the common people. You are therefore most humbly requested to kindly consider the creation of a new Sub Division (Gursahaiganj) in Kannauj District. Sub: Request for installation of 33 KV station at Sakrawa (Saurikh Block) in Kannauj Dist
Madam,
Regarding the above subject of severe public interest I would like to draw your kind attention that Sakrawa Gram Panchayat (under Saurikh Block in Kannauj District) is situated at a distance of 12 KM from the nearby little developed Saurikh Municipality which has been feeding larger area power distribution through its 33 KV station. Since Sakrawa village panchayat has grown fast in population so its domestic and industrial power needs (including for its nearby villages) as well. It is worth to mention here that Sakrawa and its neighboring villages (in range of 5-7 KM) fetch the population of nearly fifty thousand. It has come to our notice that Sakrawa and its neighboring people are facing acute power crisis (including extreme low voltage) situation thus hampering the civic life and paralyzing agriculture produce (due to diminished irrigation potential). It is therefore quite necessary that a separate 33 KV power station at Sakrawa village should be installed for effective and improved power distribution to the largely neglected area people through your well designed policy of social engineering and exemplary social justice in the larger interest of the oppressed people and deprived areas. Your kind intervention in this matter will be a great help and support to the poor people in improving their life quality raising agricultural and economic output. Hope you will be quite hale & hearty. Though we quite often used to talk over phone, but documentary exchange of thoughts has its own merit & significance. As you know during my every visit (generally within 6 weeks after) to my home town: District Kannauj, I used to go on extensive field survey to get first hand information about the organizational set up as well as interacting with public and district officials monitoring the implementation of Govt. welfare schemes & development projects.
Another important thing to remind you is that Captain (Retd) Satish Yadav, a staunch party cadre at Chhibramau (also incharge of Dist. Ex-servicemen cell) in association with Shri Ramesh Tomar (Chhibramau) has recently requested you through a letter for grant of 13 hand pumps for four Gram Panchayats namely: Ladaita (8 Nos.), Naugaien (2 Nos.), Khumariyapur (1) & Mahmoodpur Kirath (2) all under Chhibramau Block. I had also been to these areas during my recent visit (August 1st to 6th, 2009) and find that the requirement is quite genuine. Your generous cooperation for getting executed said job through your constituency fund will be a great service to the poor people & strengthen our credibility and organizational base.
