Regarding the above subject of severe public concern and urgent nature I have to state that several beneficiaries of old age, widow and handicapped pensions had reported us that during the six monthly disbursement of pension amount @ Rs 1800/ the poor illiterate beneficiaries are getting only Rs 1500/ with the connivance of touts & Cashier and Manager of the said branch: District Cooperative Bank, Gursahaiganj Branch. Thus every six monthly, these poor beneficiaries are compromising Rs 300/ out of their legitimate right. In wake of such ongoing irregularities and harassment, it is the responsibility of the alert and elite district administration to ensure that the optimum benefits of flagship national programs reach the poor hapless needy persons instead of the rich and mighty. You are therefore requested to kindly probe the matter and ensure the smooth and transparent implementation of various welfare schemes under your administrative control. Regarding the above subject, kindly refer to our earlier request letter dated 14th December 2009 (copy enclosed herewith) regarding the plight of following listed 34 teachers) working as Urdu teachers in different schools in Kannauj district (for more than 15 yrs on regular basis). Surprisingly, as follow up of our said efforts, these 34 teachers had been sent for training from DIET Chhibramau and are undergoing since May 2010. But their demand of getting promoted from 1st January 2000 had not yet been resolved rather delayed by 10 years due to non implementation of various Government Orders namely (No 7942-43/2008-09 dated 22.01.09, 1788/15-11/2009 dated 7.10.09, 6735-42/08-09 dated 4.12.08, 485-645/2008-09 dated 13.6.08 including BSA Knnauj letter dated 20.3.03 (copies enclosed herewith). Under such orders, it has been clearly directed that all the untrained teachers who had been appointed through regular procedure and had completed 5 yrs of service as on 31.12.1999 should be elevated/promoted to higher/trained scale without undergoing any training (promotion to be effective from 1.1.2000). Contrary to spirit of such GOs, BSA Kannauj decided to send these 34 teachers for training program by violating apex authorities’ directives and misleading the facts thus keeping bulk of poor teachers aggrieved of the government benefit for no fault of theirs who were always willing to undergo training if that was at all desired. The high handedness and irregularities of district implementing authorities is evident from the fact that vide letter issued from Divisional Assistant Director (Basic Education Kanpur Division) No. Lekha/ Mratak Ashrit/Prashikchhan Mukti/45/2001-02 dated 6/10/2001 wherein candidate No 3 (Shri Navin Mishra) was favored to get exempted from training and also got promoted in August 2008 while rest of the other six persons got promoted only after the training started (in 2008) and they had subsequently completed training in order to get eligibility for promotion. Such callousness and favoritism is rampant in the system violating norms and procedures where suspected underhand deal plays major role than merit and rules. I shall be highly grateful if the claim of the above mentioned beneficiaries under referred GOs is materialized soon on your kind intervention. Sub: Request to look into illicit liquor trading in densely populated locality in Gursahaiganj

Sir,

Regarding the above subject of severe public interest, I would like to bring to your kind notice that in the densely populated locality in Gursahaiganj town (between Chaurasia sound service and Chitra Gopal Sarraf Jewellery Shop in front of Vishnoo Market near Sabzi Mandi, GT Road) Shri Mool Chandra Gupta (resident of Batasha Wali Gali) is illegally trading country made (unlicensed) liquor by about few hundreds of liters (managing from Bharat Hotel) daily for the past over three years creating great nuisance to the neighboring people. The place is very close to Police Chowki (about 100 meters west side). The nuisance created by drunkards and other antisocial elements poses serious threat to the peace and harmony in the area. There is suspected connivance of local police and goons in running such unwanted trade in which innocent youths and poor labors are trapped in immoral activities. I shall be highly grateful if you look into the matter and get rid of such immoral/ illegal activity in side densely populated locality. The matter has been reported to us by local social and youth activists who want to get shun such illicit practices. Thank you very much for your effective immediate action into the matter for peace and harmony in the area.

Sub: Request to look into apathy towards village Sadarpur (GP Bibipur, Saurikh Block)

Sir,

Regarding the above subject of public interest, I would like to bring to your kind notice that village Sadarpur (inhabiting population of over 1000 people mainly of the backward class communities) under Bibipur Gram Panchayat, Block Saurikh was chosen and declared as Ambedkar Gram in the fiscal year 2009-10. This is surprising that over six months have passed even in the current fiscal year but no development work has been initiated so far as per the objectives and guidelines of Ambedkar Village. It is about 3 Km away from the mainland Larger Village Sakrawa and is devoid of road connectivity by about 2 Km to the mainland. The village is not yet electrified and no sanitary toilets had been constructed in the village despite tall talks and blank claims of the government.

Such apathy of the government machinery in the absence of effective and quality leadership is uncalled far. The matter has been reported to us by serving government primary school teacher in the village. I shall be highly grateful if you look into the matter and effectively get implemented the government decision to develop the said village into a model village (Ambedkar Village) in the broader interest of public services and good governance. Sub: Remind request regarding suggestions for improving vital medical/health

Services in view of fresh outbreak of epidemic and incidences of illnesses

Regarding the above subject of severe public importance, kindly refer to our earlier communications (dated 1st February, 14th May and 5th July 2010, copies enclosed herewith) I would like to remind about the gravity of the situation in view of recently reported cases of Malaria, Philaria, Dengue, Chickengunia and suspected Swine Flu death in our district. Hence you are remind requested to take immediate follow up our comprehensive suggestions (as in the earlier communication dated 5th July 2010). I would like to bring to your kind notice following fresh incidences and suggestion in order to revamp medical and health services in more effective manner:

A reported case of Swine Flu death happened in Sakrawa village (Saurikh Block) on 13th September 2010, though the patient (a married girl of 25 yrs) was treated outside privately due to non-availability of the facility in any Govt. Hospital,

Disproportionate cases of Malaria Falsifarum, Phil aria, Dengue and Chickenguniya are reported (outbreak of epidemic like situation) in Gursahaiganj town in the past few days/weeks.

Derive for nabbing adulterated spurious food and drugs should be undertaken in the district. Surprisingly there is no drinking water testing laboratory in district as per public health and hygiene norms. Reportedly rackets are running in the district supplying spurious drugs,

Disinfection derive need to be undertaken along with check on food and drugs quality control. Outbreak of such disease happen mainly due to callousness of enforcement agencies and the greedy / corrupt traders promoting adulterated food, sweets, edibles, drugs and drinks.

While discussing the matter with learned Chief Medical Officer (over the phone) it was revealed that there does not exist any testing and treatment facilities for Swine Flu, Chickenguniya and Dengue like serious ailments in the government hospitals / units. There is dire need for enhancement of such facilities including provision of vaccination and prophylactic doses for such diseases in view of timely medical aid to the common people who can’t afford outside costly private medical treatment. I shall be highly grateful of your sincere cooperation to look into matter and implement suggestions in the broader interest of public services and good governance. Thank you very much.

Sub: Request for Execution of demarcated Chak Road at Village Gadaura GP Baisapur under

Ttalgram Block (Gata No 156 & 158) encroached by neighbors Satyapal & Ram Asrey

Sir

Regarding the above subject of much public interest a matter of public utility land encroachment has come to our notice from one Shri Baboo Ram S/O Ram Bharosey R/O Village Gadaura, GP Baisapur under Talagram Block. From the documents and on site observations, it appears that the mighty neighbors Shri Satypal and Shri Ram Asrey (Sons of Shri Madav Prasad) have fully occupied the earmarked public utility lane (called Chak Road) and added in their portion of agriculture land (Gata Nos 160, 161, 162 & 163). Due to which there is a lot of inconvenience to the neighboring persons in exercising agriculture works. The applicant’s land (vide Gata No 156 & his neighbor’s No 158) had been partly encroached by these two defiant brothers.

In this regard, based on a complaint a case was decided by Chhibramau Tahsildar to clear the said Ckak Road and a fine of Rs 2380/ was charged on Shri Satyapal on 25th February 2004 but they did not pay any heed. Subsequently, the matter was filed in the court of SDM Chhibramau on 28th December 2007 and he also ordered the opening of the Chak Road with the help of Police force. It was pursued to the police for execution of SDMA’s order but all in vain. Further in this regard, Civil Judge Junior Division Chhibramau ordered on 1st April 2008 to maintain the status quo (at that time Chak Road was fully operational/open). All this made no effect to the defiant brothers. Subsequently an application by Shri Baboo Ram S/O Shri Ram Asrey was filed in your office on 3rd July 2008 (copy enclosed herewith) requesting to direct SDM Chhibramau to get opened and make smooth operational of the said Chak Road for public utility in ferrying agriculture produce and movement of kettles and public. With the adamant and defiant attitude of the defaulters Shri Satypal and Shri Ram Asrey Sons of Shri Madav Prasad there is resentment and lot of inconvenience to the common people. It is therefore most humbly requested to kindly get the said Chak Road opened and made operational for the public utility in smoothly discharging agriculture activities. Thank you very much.

Regarding the above subject, I had been informed by Shri S K Singh Chandel (Honoured Ex- Serviceman and President of the District Kannauj Indian Ex-Services League) that he has requested you to constitute the District Sainik Bandhu Committee as per directive issued by Chief Secretary Govt. of UP vide letter No 1244/48-2008-95 (vividh)/91 TC-II. Copies of the Chief Secretary circular and the request letter by Shri Chandel are enclosed herewith. This is for your kind information that the said directive had been issued by the Chief Secretary in view of large scale of grievances at district level being faced by Ex-servicemen and their dependent family members in day to day affairs related to civil, revenue, police-security, health, banking, insurance, education and other benefits entitled to Ex-servicemen from time to time. It is more than two years have passed since the circular reached your esteemed office and Shri Chandel has also requested for the same a year ago, but nothing had been done so far in this regard. The said applicant has convinced us that she stands on top of the merit in priority amongst all other applicants. The said selection is to be made from the office of District Program Officer Shri Bal Krishna Pandey. Mrs Sangeeta Katiyar has come to know from internal sources that despite her merit being on top, another candidate Mrs Arti W/O Shri Dileep Kumar is being considered for such post manipulating the fair merit through connivance.

In this regard, we are also convinced that Mrs Arti (including her husband Shri Dileep Kumar) is quite rich as they own Tractor, 10 Acres of Agriculture land. Besides they have Jewelry shop, cloth shop & power oil expeller including few housing plots in the area and in Kanpur as well as costly home recently built in the Baghulihai village under this GP (Talagram Block). The matter of possible manipulation has also been put to the notice of upright District Chief Development Officer Shri M S Tripathiji. Regarding above subject, kindly recall I handed over you a request/recommendation letter (dated 14th May 2010) on 1st June 2010 for taking necessary action, but in my current visit to these areas I found that the same ill practice is still going on despite two months are over. In this reference I have to remind request you to kindly take urgent preventive measures such that such unauthorized practice by mighty persons is stopped and the PDS of essential of commodity like LPG (cooking gas) reaches smoothly to the common people. I am hereby restating the same references (at Kannauj Railway station platform) as follows:

Shri Pawan Kumar (using quite vulnerable/inflammable 5 Kg cylinder on trolley).

You are therefore requested to kindly take necessary surveillance and curb the illegal practice by taking appropriate punitive action against the offenders. It is worth to mention here that such large scale evil practice by handful of influential persons is depriving the right of the common poor people. If at all they need to use, they should seek the commercial LPG connection (having 18 Kg refill capacity at the commercial rate). The problem causes severe hardships in daily life activities. Our children remain deprived of proper study, basic services like water lifting and lighting is major misery. The government on one hand is committed to fully electrify the whole nation and all the remote villages with special packages and subsidy to the weaker sections of society but a few villages (like as stated below) are still deprived of such ESSENTIAL facility / service. Sub: Request for De-Reserving the SC Reserved Gram Panchayats inhabited by significant Muslims’ population in Kannauj Dist

Madam,

Regarding the above subject of severe public interest concerning the spirit of democracy and self governance as enshrined in the sacred Indian Constitution and the subsequent 73rd Amendment Act (enabling Local Self Governance). It has been observed since last Panchayat elections in this district that a large number of predominantly Muslim community inhabited villages had been reserved for Scheduled Caste community (whereas SC community is in miniscule strength). By large scale reserving the Muslim community villages for the SC community, the right of self governance of both the hapless communities is deprived and thus the spirit of true democracy and self governance is jeopardized. Since the Gram Panchayat elections in the district are at near future, it is therefore quite pertinent to consider the plight of the affected Muslim community whose share in public representation has been diminishing right from Gram Panchayat up to the Hon’ble Parliament. Once the Muslim predominantly villages GP are reserved to SC community, chances of the community in local self governance is decimated. The same is evident from the existing scenario. Such kind of reservation policy contradicts the very spirit of democracy. Contrary to that, villages with majority of SC population remain unreserved. The policy makers in this regard should keep in mind the concern and interest of a significant minority community for whose welfare Union and State Governments are constitutionally committed and making full efforts for upbringing and empowerment. A few of such villages are as follows:

Regarding the above subject, I have to bring to your kind notice that during my current visit to the District Head quarters and its adjoining area including the Railway Station Kannauj, I was stunned to observe that at the poorly maintained & unhygienic Kannauj Railway Station platform the licensed porters are indiscriminately using domestic LPG cylinder for energy purpose thus violating the safety, explosives and public distribution norms at the very important public place without any hitch and guilt. In this connection following porters had been noticed (on inspection) doing such activity on dates 23rd and 30th April 2010:

You are therefore requested to take necessary surveillance and curb the illegal practice by taking appropriate punitive action against the offenders. Sub: Request for facility status under medical/health services in the district

Sir,

Regarding the above subject, I would like to know detailed status / functioning under the very important department namely: Medical and Health services in the entire district as per following points:

Although spacious Medical College establishment / construction is completed since past few months, whether the indoor / outdoor patients treatment facility with specialized branches have started so far. What is the strategy for starting the academic program at this college,

How many PHCs and Community Health Centre exit under various subdivisions and what level of facility exist & the service is being rendered there stating the details about Medical and paramedic staff, equipments, indoor beds etc,

How often the concerned medical officers remain on duty and access-able to the area people, since at the rural PHCs & CHCs the attendance remains very thin,

What is the mechanism for regulating/monitoring the implementation of various health schemes (mainly for the BPL families and in the rural areas),

Whether voluntary health services are being rendered by some NGOs in the area in coordination with district health department. Kindly list a few events organized recently,

Whether Govt. of India Health schemes are being undertaken (with coordination of PHCs & ICDS etc), what efforts are being taken meet objective of the Millenium Development Goals (MDG): to reduce the child mortality rates, fighting diseases such as AIDS/HIV etc,

If in your expert opinion is there any shortfall / constraints (like establishment, infrastructure / funds in rendering the effective health services in the district.

The undersigned in this regard would like to put some suggestions as follows:

District administration should undertake a comprehensive health check up for the farmers as to know the impact of any kind of pollution. Such issues should be raised / discussed in the monthly grievance meeting of the District Magistrate.

Rural Health Check-up by PHCs / Community Health Centre should be regularly conducted with thrust on maternity and nutritional supplement to the underprivileged through Anganwadis / ICDS,

Surveillance for blindness, diabetes, anemic and cardiac problems should be undertaken through intensive / regular health surveys,

Defense personnel (both retired and working), highway truck drivers, longtime wage-earners in the outside cities should be compulsorily checked (at least once a year) for the suspected HIV/AIDS prevalence in this high risk group.

Kindly provide such detailed information and also try to display the valuable data through district website. I shall be highly grateful of your sincere cooperation in fulfilling our dream to develop the Kannauj District to its past glory and to achieve the status of Model District. Thank you very much.

Regarding the above subject, I would like to bring to your kind notice the plight of 23 Primary school teachers working as Urdu teachers in different schools under the district (for more than 15 yrs on regular basis). Vide Govt. Order No. 1732/15-5-2002-400 (38) 2002 dated 24th April 2002 (copy enclosed herewith as file attachment), it has been decided to implement that all the untrained teachers who had been appointed through regular procedure and had completed 5 yrs of service should be elevated (benefited) to the trained scale. During my current visit to the district, I had been requested by these suffering teachers who had approached at their level to BSA & other concerned officials, but the matter remains unsettled so far. In continuation to our earlier letter dated 9th October 2009 regarding request for taking harsh action against the corrupt PDS dealers and checking irregularities in the social welfare beneficiary schemes like OAP, Widow pension etc in which you have taken right action to fine tune the system. Hence we express our satisfaction & gratitude for your uprightness in the execution of welfare measures & development process. Therein I have requested you to rectify the anomalies in the entry details of OAP beneficiaries, kindly ensure that the same is done without further delay & consequent harassment to the beneficiaries. In regards to our ongoing efforts to get you reach the public grievance, a few problems came to my notice which I am explaining you briefly as follows:

Gram Panchayat KALSAN (under Haseran Bock), Tirwa Sub Division expressed gratitude for clearing the outstanding demand for payment of due wages under the works executed through NREGS in the past few months and requested for the next lot of work under his Gram Panchayat by allotment of another installment of Rs 10 Lakhs. I understand that the area being quite backward with the 19 Majras under the GP (with population of about 25,000) such amount is justified to get the poor persons work share in process of rural development & poverty alleviation.

From Farkapur Gram Panchayat under Jalalabad Block, a matter has come to my notice that a letter of request was written by local MLA Shri Anil Dohrey to make survey of the GP people in respect of their economic status for getting welfare benefits like OAP, WP & IAY etc for which the work was to be accomplished by GP Secretary Shri Rajendra Singh & ADO (Social Welfare) Shri Narain Singh Yadav, but the same has not yet been done by these officials. It is therefore requested that eligible nomination (for beneficiaries persons) work may kindly be done through these persons as early as possible.

Mrs Mohsina Bibi W/O Mr Mohd Abbas, R/O Akbarpur G.P Kusumkhore under Gugrapur Block, Kannauj Sub Division has grievance related to encroachment on her own purchased land. The details of the fact are as follows:

Mrs Mohsina purchased 0.57 acre land (in the close vicinity of her village) from Mr Shabbir Ahmad on 5.02.07 and the land mutation was executed within 27 days. After few months of purchase of the said land another person named Azimuddinn Ahmad along with his two sons (of same village) started using it by keeping his animals there with wooden stake & the matter was complained to SDM Sadar. Subsequently with the spot inspection of the said land by Tahsildar & Area Sub Inspector of Police, the encroachment was removed. Henceforth after few months, they managed & restarted using it for which the complaint is pending with the Hon’ble District Magistrate to get rid of this nuisance permanently. You are requested to kindly get settled the dispute as the matter may turn ugly due to continuing tension between two families.

Kindly take necessary action on priority. Thank you very much for your anticipated judicious action in the matter of severe public interest.

In sequence to our earlier letter dated 30th September 2009 regarding request for taking harsh action against the corrupt PDS dealers in which you have taken right action to fine tune the system. Hence we express our satisfaction & gratitude for your uprightness in the execution of welfare measures & development process. At the time of high price rise (especially drought hit district) poor people are in miserable condition whose interest should be protected by all means. There is need for close surveillance & thorough investigation in matters of irregularity in the PDS management. Even the laxity of officials should not be tolerated in this regard. Hence the PDS management needs to be strictly monitored so as to minimize the plight of poor people to provide the honest & efficient governance. In this regard, to the best of our knowledge, the upright SDM Chhibramau has done commendable job to curb the ongoing malpractices.

During the earlier communications, I have requested you to improve the District website by opening more chapters of public interest like PDS details, beneficiaries of welfare schemes like OAP & Widow pensions etc. Just added chapter on execution of OAP in the District website is a laudable achievement in this regard. The details of the facts of OAP are being scrutinized by us We will furnish a report on it separately. Meanwhile a few observations are suggested as follows:

With the pattern of allotment of OAP in all the Blocks under various Village Panchayats it had been observed that it had not been merely on merit rather attempts of the vested interest people in the area acting as touts. It has come to our notice that these touts are openly collecting commission money in advance from the deserving aspirants. In the process, even the non-deserving persons with clout succeed to snatch the right of the extremely poor but hapless persons who can not manageable,

Under Gugrapur Block (Saunsarapur Village Panchayat, majra Murra) at item No. 14 Register No. 08-K21940 the beneficiary Mr Ram Bhajan M 67, name wrongly written RAMBJKAN to get from Bank of India Gursahaiganj Acct No. 2008533 is totally wrong. It should be Ram Bhajan from Bank of Baroda, Gusahaiganj with Account No. 8533, hence he is facing denial of the benefit. The data operators need to rectify it. Similarly, another person at Sl No. 15 Register No 08-K21945 Mr Rameswar, his Bank account No. should be 4025 instead of 5025 at Bank of Baroda, Gursahaiganj. This way there may be lot of irregularities for which genuine beneficiaries will suffer irreparable loss and agony.

Kindly take necessary action on priority. It will be highly appreciated if an enquiry by private professional agency is made to probe the award of OAP, BPL & Widow pensions etc. Thank you very much for your anticipated judicious action in the matter of severe public interest.

Sub: Request for taking urgent harsh action against offenders of PDS

As you are well aware about the global food crisis scenario, the same is true in a few districts of India where District Kannauj also needs particular attention for the proper management and strict compliance of the norms of Public Distribution System for distribution of food items and other essential commodities (particularly to the weaker section of the populace). During our frequent visits to a few villages & remote areas, it has been noticed (as public grievance) that a significant number of M R Dealers are involved in heavy irregularities and even intimidating & threatening to the poor people (when the resentment is made against their malpractices). Such complaints are lodged from time to time at every level. But very little action or temporary action is being taken for the reasons best known to the local machinery and civil administration. Since in situation like drought and high price rise, the PDS needs to be strictly monitored so as to minimize the plight of poor people and provide honest & efficient governance.

Recently, a matter came to our notice that a MR Dealer named Mr Refaquat Ali S/O Mr Tabarak Ali (R/O Kabeerpur near Saurikh) under Khadini Block in Chhibramau Sub Division has been misusing the privilege by black marketing the commodities. On protest by some people, he has threatened them even to shoot them by his licensed Rifle. Several time complaints had been launched against his routine irregularities & his gross misconduct and so he had been punished almost every time. But surprisingly, the same gets back after negotiations & managing the affairs. About a month back, a gentleman named Mr Tahir Akhtar of his locality was manhandled badly & got threatened as his usual behavior used to be. Mr Tahir Akhtar made a complaint to you (including to SDM Chhibramau) and subsequently the said quota has been temporarily withdrawn / suspended. In view of gravity of the situation (he being a habituated offender of PDS) it is being requested that based on an independent enquiry (preferably to be conducted by yourself) along with his past track record, his PDS MR Dealership quota may kindly be permanently terminated so as to teach a befitting lesson to other offenders of this kind. You are therefore requested to kindly probe the matter and take necessary action on priority. Thank you very much for your anticipated judicious action in the matter of severe public interest.

Kindly refer to our meeting (on 1st August at your office) to work for uplift of my Home District in respect of infrastructure development and other welfare services to the needy people through our committed efforts, for which lot of detailed information is required from your dedicated team. In this regard I had already requested to your predecessor. In this regard I am referring the earlier letter (dated 10th August 09) containing few suggestions & recommendations for better public services and transparency in the system which is rewritten with slight modification.

It is requested that a formal request from your level should reach the state NIC Head Quarters for bringing District Kannauj under e-Governance (as a priority agenda),

We have noticed that most of the principal officers are not using their e-mail id or operating computer personally. Kindly encourage use of computer & IT tools,

The revised and updated data from various sections (through soft copy) is hardly accessible / available on request,

The website needs to be better classified & detailed information / data should be available by periodical updating ,

There needs to be a chapter in district website for public feedback / comments / opinion,

Data & detailed information on flagship welfare programs like NREGS, IAY, PMGSY, Widow, Old Age, Handicapped Pensions etc need to be clearly shown on website stating the execution and pending status,

A revised roadmap needs to be prepared for covering the remaining areas which are not linked by road & electrified including the health & education facilities. To our observations, so many remote villages are still uncovered due to reasons best known to the administration & the polity,

Contingent & preventive measures need to strengthen power supply & provide irrigation facility (especially due to drought) through increasing irrigation potential, especially after the drought like calamity has badly affected the district

Strict vigilance needs to be observed to contain the rampant corruption mainly in the Centrally sponsored schemes and in PDS system,

District Kannauj being historically famed (a few monuments being maintained by ASI) has immense inherent tourism potential. It is therefore requested that possibilities for tourism infrastructure development need to be worked out.

In view of the imperativeness for better public services and good / effective governance, you are most humbly requested to kindly consider our above mentioned suggestions / requests. As committed, we will stand firmly in the development and public services through our voluntary services to the district populace. Majority of the district poor people are not better / quality educated & properly cared through any means (as political process is also not very healthy & effective). Contingent & preventive measures need to strengthen power supply & provide irrigation facility (especially due to drought) through increasing irrigation potential,

Strict vigilance needs to be observed to contain the rampant corruption mainly in the Centrally sponsored schemes and in PDS system,

District Kannauj being historically famed (few monuments being maintained by ASI) has

immense inherent tourism potential. Possibilities & projects for tourism infrastructure development need to be laid down.

In view of the imperativeness for better public services and good / effective governance, you are most humbly requested to kindly consider our above mentioned suggestions / requests. As committed we will stand firmly in the development and public services through our voluntary services to the district populace. Majority of such poor people are not better educated & properly cared through any means (the political process is also not very healthy & effective). Thank you for your kind cooperation.

Sir,

During the personal visit to some parts of the District, while understanding the plight & problems of the area people, besides other things I was pointed out towards the long time damaged / faulty drinking water hand pump system in village Kabirpur (near the house of Dr Reyasat Ali) under Saurikh Block of the District. The problem seemed to be very pathetic & genuine to be taken up urgently by the concerned technical wing under your executive control. It is therefore requested to kindly take immediate remedial measure to rectify the said system. Thank you very much for urgent action in this regard.

Having discussed about our aim to work for uplift of my Home District in respect of infrastructure development and other welfare services to needy people through our committed efforts, for which lot of detailed information is required from your dedicated team. I had gone through website where it appears that information is either incomplete or outdated. For example:

In chapter Geography: it is mentioned as 7 Development Blocks instead of 8,

In chapter: District at a glance: the data is shown as of 05-06, which may be up dated as up to 09,

In chapter Struggle for freedom: in 2nd Para (2nd line) it should be took instead of to & in the last line it should have been several freedom fighters were arrested instead of several freedom fighters arrested,

In chapter Telephone No. of Govt. offices: Phone No. of Haseran BDO is missing, the new Block needs to be added, so many important officers’ Nos. are missing like that of D. F. O., District Inspector of Schools & District Statistical Officer etc. Moreover every officer’s mobile number may also be stated for necessary & urgent requirement,

Details of newly established Higher educational institutions (under SFS system) as well as all the degree & Intermediate Colleges need to be mentioned,

Details about potato storage & other agriculture products as well as small scale & cottage industries need special attention on the website,

Kindly explore the tourism potential & mention it on the website to attract the tourists nationally & globally.

Furthermore for my academic interest, I would like to get following specific information (categorically) under all three Tahsils & 8 Development Blocks under your stewardship:

The electoral list of the entire District (class & category wise: preferably in the form of soft copy) from the office of District Election Officer,

Details of Public representatives (Panchayat including Village, Block & District level) available from the office of DPRA & concerned BDOs,

Details of the Rural roads, canals & rivers & ongoing construction in this regard (through Panchayat Engineer & other concerned departments),

Status of Electricity demand & supply and any measures to improve such critical plight,

Estimated agriculture produce, revenue generated & overall agriculture potential of the district & the ongoing R & D activity in this regard if any,

Literacy mission like SSA, Mid day meal, Anganwadi Centers, welfare schemes like IAY, widow, old age & handicapped pensions distribution etc,

Public Distribution System through FPS: its status and constraints / shortfalls if any,

Self sufficiency of seed & fertilizer & its subsidy provision to the deserving farmers,

Irrigation potential of district, % of land non irrigated & schemes to meet out objective,

Implementation of PM’s revised 15 Points program for welfare of minorities, its achievement, shortfalls and ongoing efforts to fulfill the task.
