Sir,

Regarding the above subject of most urgent nature and humane concern kindly recall our telephonic discussion, thereafter I am in close contact with the affected area people and the situation. Having talked to CMO, it is revealed that their medical team is in the area but the same is quite inadequate as per the situation. I have appealed to the people (copy enclosed herewith) for keeping closer coordination with rescue and relief team and to assist in improving the unhygienic conditions in their surroundings. We had been approaching the other specialist medical agencies (like NIMR/ICMR, Govt. of India) also which are as follows. You are requested to interact with them to make system fool proof and contain the menace as quickly as possible. Kindly refer to our earlier communications regarding strengthening medical/health and municipal civic services through our earlier communications (dated 1st February, 14th May, 3rd July, 5th July and 9th August 2010). In the event of sudden breakdown of the situation, following are few suggestions/recommendations for your dedicated team to work on the site:

Despite your hectic schedule in conducting Panchayat elections, you are urged to visit the affected areas for on the spot assessment and console the victims’ families. This will improve medical team’s morale and improve service conditions,

All district municipalities should be having required strength of sanitary inspector for closer surveillance of hygienic conditions. Open service latrines are yet existent in some parts of Samdhan Town Area. Quick removal of plastics, garbage and clogging material from drains and trenches should be ensured. In each and every mohallah cemented dust bins should be erected for control of garbage spillage in no condition garbage should be dumped within inhabited areas. Such negligence and callousness should not be tolerated,

Regular drinking water, food, sweets, edibles testing derive should be undertaken by authorities,

Suspected/reported marketing of spurious drugs/medicines should be curbed through agencies like DA and Drug Inspectorate,

In the event of outbreak of such situation in a town area, concerned authorities like Chairperson Executive Officer and Sanitary Inspector should be charged under criminal offence for negligence of duties,

Our pending demand for updating district health officials’ directory to be maintained at district official website for closer coordination of entire medical and health officials on emergency need

Since local bodies a very play significant role in the day to day service of common people, directory of all the officials of all Nagar Panchyats (stating detailed references of working officials and elected representatives) should be readily available on district website,

Registered NGOs in district working on health and hygiene matters should be further enrolled and coordinated by district health authority (CMO) for such eventualities to get involved,

Indian Red Cross Society should be informed and support of their services should be taken, any health related problem can be discussed with authorities over toll free number 1075,

Authorities such as National Institute of Malaria Research (ICMR, Ministry of Health Government of India) should be immediately approached for establishing here a camp centre to contain menace of dengue, malaria, chickengunia widespread in the area. This institute should be approached for providing larvicidal small fish (gambusia affinis sp). Such kind of incident also occurred in 1992 (at Baniyani, Uncha, Ladpur villages surrounding Gursahaiganj) which was perfectly controlled by the then Malaria Research Centre team camp office established here for six months. Strategy to Develop Samdhan Town Area into a Model Nagar Panchayat

Regular - Periodical (Quarterly) Socio-Economic-Educational Status Survey (on self designed format Door-to-Door) for implementing Welfare Measures to needy/deserving/deprived persons in all wards through volunteers and cooperation of local ward councilor,

Enlistment & preparation of remaining (left out) persons for getting Ration cards (including BPL cards), EPIC, caste certificates etc,

Monitoring & assistance to Bidi workers for getting registered for Medical and other facilities at Bidi workers Hospital. Awareness about utilization of facilities like treatments of ailments like cancer, heart, AIDS, kidney, surgical operations, students’ scholarship, education loan, housing, insurance etc,

Status of genuine beneficiaries of welfare pensions and grants like Old Age, Widow, Handicapped, Mahamaya Pensions, Housing under JAY, sanitary latrine etc and to ensure its sanction to all the remaining deserving persons in each ward on TOP PRIORITY,

Detailed status of existing drinking water hand pumps on locations in each ward (identifying the defected and damaged ones) & to ensure each pump works smoothly through regular servicing and check up by municipal engineering officials. To enlist the further requirement of hand pump sets at the left out and crowded points for smooth & sufficient water supply to all areas,

Improving Municipal water supply through enhanced water lifting capacity and wider connectivity,

Detailed status of electricity installations (poles in all inhabited parts with street light),

Identify/quantify the expansion/development in electrical installations like upgrading Transformer, establishment of 33/11 KV unit in Samdhan Town,

Expanding standby electrical installation (for street light) in all the remaining town segments mainly covering village Ismailpur through generator back up and solar cell panels,

Status of public utility buildings and places like Govt. Schools, Market & Mela places and improve their aestheticism and utility through proper infrastructure development,

Detailed status of existing roads, lanes, drains etc and scope to cover remaining parts and ensure periodical maintenance services maintaining quality and transparency,

To ensure one Govt. Health Centre each at Ismailpur and Samdhan town with routine dispensing facilities. There need to be regular drinking water testing and sanitation derive (by disinfectants),

Establishment of total 6 Anganwadi Centers (2 in Ismailpur), remaining in other segments of TA,

Strict of monitoring of ration distribution through MR dealers under PDS. Where about of MR dealers and distribution pattern stating rate of commodity, entitlement, periodicity etc should be displayed on the Municipal website as PDS is worst paralyzed in our corrupt public life,

Status of various religious / cultural places and their possible maintenance through public fund,

Status of all existing ponds which had been widely encroached and to ensure that encroachment is removed and cleaning / sanitation is done immediately to attain aesthetic look and public needs, healthy environment as well as upkeep & conservation of aquatic life,

Coordinating with local SHGs, NGOs, Volunteers and Social Activists for Area Development and creating self employment,

Improving agriculture infrastructure/output and provide processing and marketing assistance,

Exploring local employment generation potential for the educated & semiskilled youths,

Establishing Voluntary Service Centre for assisting people in processing their matters with Govt. and outside institutions for matters like health, education, loan, insurance, welfare grants etc.

Sub: Request for furnishing the details of wasteland, barren land and forest cover

in the district for raising plantation, social forestry and developing ecotourism

Sir,

Regarding the above subject, I would like to bring to your kind notice that during our past few visits, we had noticed that there are vast stretches of uncultivated land as wasteland, barren land and the forest cover in our district. In view of threatening ecological events, it is quite imperative to develop these areas into dense forest cover and raise social forestry cover through involvement Forest Department, Outreach Programs of University and College students, NGOs and social activists. Our organization is committed and capable enough to protect the endangered ecosystem and conserve local biodiversity. Special mention in this regard is the area surrounding famed Lakh Bahosi Bird Sanctuary. This area being rich in flora and fauna can best be developed as Eco Tourist Place of National Fame. In this regard, you are requested to kindly provide us the status survey report of areas which are uncultivated (barren land/wasteland or forest cover) either under government or panchayat control which can be developed into forestry on the Model of Kerala Forestry (32 acres of barren land converted to dense forest by Abdul Kareem which has earned National honor and awards and the success story is added into the school text book).

Once such land resource data is available, we can prepare a long term plan for raising the social forestry cover, developing ecotourism centre (preferably at Lakh Bahosi bird sanctuary) connecting the site to Kannauj city (as the old monuments being attraction of tourism) as the glorious past of Kannauj. Ministry of Environment & Forests, Government of India can be approached for comprehensive package on such vital project as well as Ministry of Tourism & Culture for developing the Kannauj old monuments and connecting the two centers for tourists’ attraction. I request you to kindly get the audit of ongoing forestry works for effective sustenance and survival of forestry cover under various projects. Individuals and institutions excelling the performance should be suitably rewarded. Once vital projects like improving infrastructure, maintenance of old monuments and developing ecotourism, social forestry and water bodies in the entire district are taken up as renewed and in rejuvenation way, then only we can get back the glory and fame of this historic district along with agriculture and industrial growth. Your sincere cooperation in fulfilling our dream to develop Kannauj District to its past glory and to achieve the status of Model District (through all-round development, reform and wellbeing of its people) will be highly solicited. Govt. and panchayat possession for innovative aqua-culture/fish farming

Regarding the above subject, I would like to bring to your kind notice that we have observed that a great potential of fish farming/aqua culture on developed, underdeveloped and undeveloped ponds/water bodies lies in our district. In this regard, I would like to request you to kindly get prepared a map of these three categories of ponds/water-bodies (namely: developed, underdeveloped and undeveloped) under the government and panchayat institutions stating their location, surface area and the depth/volume of the pond/water-body and limnology (physicochemical composition of the soil and water). I understand that once a full-fledged survey on these aspects is made and the status report is available, we can provide technical know-how and assistance to the local entrepreneurs/fish farmers. This will generate local employment, raise revenue, combat food/edible supply and help conserve local environment and biodiversity. This is for your kind information that in our mission: Kannauj District to Attain Model District Status, several of my scientific friends (specialists in ichthyology/fish biology both working and retired) have expressed their willingness to work for this area in fish production and conservation of bio resources in our district quite rich in faunal diversity (both aquatic and terrestrial). I shall be highly grateful if you kindly incorporate us in preparing the road map to district fish farming and aqua culture. Sub: Request/Recommendation for early payment of stipend and immediate

Postings of passed out batch of Urdu teachers’ BTC Training (2008-10)

Sir,

Regarding above subject, I have to bring to your kind notice the following facts:

A group of duly selected 47 candidates for Urdu Teachers’ Training had undergone for BTC (during the session (May 2008-May 2010) at its centre DIET Chhibramau,

During such program, they had been paid the stipend for one year (2008-09) only,

Results of this batch has already been declared (in the last week of June 2010) and the desired posting as Urdu Teachers in Primary Schools is still awaited,

Also the document verification of the trained candidates had not been done so far.

It is therefore most humbly requested that all the candidates may kindly paid their due stipend (session 2009-2010) by appropriate authority without further delay. Also, as per the regular trend & prevailing practice, such trained pass outs personnel are employed immediately. Hence, it is desired that they should be offered immediate postings. It is hereby also requested that before issuing appointment letters to such trained candidates Proficiency in Urdu language of the candidate and authenticity of the qualifying certificates need to be verified very carefully with utmost precaution and transparency due to the reason that some of such candidates have reportedly managed the eligibility documents through dubious means. In this regard, we have already requested you earlier (separately) so as to keep vigil and to curb such large scale malpractices before the matter is brought to the notice of judicial or vigilance authorities. Your immediate judicious intervention in this matter will be highly appreciated and will help such poor candidates from further misery. Thank you very much.

Sub: Suggestions for improvement in working of District Schools and Colleges

Sir,

Kindly refer to our appeal (dated 20th August 2009, addressed to Principals of Intermediate and Degree Colleges) and the recent survey report on working conditions of district schools (report dated 25th April 2010), copies enclosed herewith as in continuation. In this regard as a matter of prime urgency and much public interest, I would like to suggest you certain points to be considered for the overall efficiency and better academic/career build up from such institutions in the highly competitive academic world. It is worth to mention here that due to prevailing corrupt and inept system in government schools and colleges, education standard has suffered badly particularly in our district and region. Hence following suggestions are being forwarded / recommended for taking urgent necessary action at your level. These are as follows:

With thrust on basic and secondary education (due to centrally sponsored schemes like MDM, SSA) as well as likely implementation of Right to Education Act 2010, it is quite necessary that all the secondary/intermediate and degree colleges should have access with internet, Principals’ details (contact cell phone number, residential address, email id etc) should be uploaded on the district website. Thus the entire establishment must be easily accessible / accountable in implementation of such schemes and academic activities. Each college (intermediate as well as Degree College) should have its own webpage depicting the courses offered and the faculty/facility available as well as annual program of activities,

Commerce, Agriculture and IT related courses should be given thrust at Senior Secondary and Degree level studies. Computer application, Environment/Ecology/Biodiversity studies should be given special attention in the applied and academic courses,

Science quiz, Science, Energy and Environment Exhibition at Secondary & Senior Secondary level should be introduced as co-curricular activity to garner entrepreneurship and reasoning so as to cope up with the future higher studies pursuits with better understanding and exploring avenues,

Regarding the above subject of severe public importance, I would like to remind you that a letter (dated 1st February 2010) about status of health units and a few suggestions were forwarded to you and a detailed discussion with District CMO (Dr Rakesh Raman) was also carried out and in continuation I have submitted another report on working of a few Health Centers in district (vide report dated 14th May 2010) copies enclosed herewith (as in continuation). I would like to further summarize a few important suggestions (including the earlier ones) as follows:

District website should contain detailed profile on working of each and every centre (CHC/PHC/SC) stating references of allotted Medical Officers (their name, specialization, responsibilities/duties, contact Cell No, residential address and email id etc), diagnostic facilities and available routine medicines / drugs etc,

District health authorities should undertake comprehensive health check up for the farmers as to know the impact of any kind of pollution. Such issues should be raised and discussed in the monthly grievance meeting of the District Magistrate,

Rural Health Check-up by PHCs / Community Health Centre should be regularly conducted with thrust on vaccination, nutritional supplement to malnourished and the underprivileged through Anganwadis / ICDS,

Surveillance for blindness, diabetes, anemic and cardiac problems should be undertaken through intensive / regular health surveys,

Routine health/hygiene awareness camps should be organized both in urban and rural areas (involving social Activists, NGOs, local bodies like Municipalities, Gram Panchayats, school, colleges and block officials etc),

Energy/Environment/Ecology Consciousness to health workers and paramedics need to be created for making healthy and eco friendly atmosphere as a movement for energy and environment conservation. There can be substantial social forestation within the premises,

Defense personnel (both retired and working), highway truck drivers, longtime wage-earners in the outside cities should be compulsorily checked (at least once a year) for suspected HIV/AIDS prevalence (relatively higher in this group).

Regular monitoring/surveillance (through surprise visits & inspections) of rural and remotes health units in respect of their working, absentees of medical and paramedic staff, missing/absence of medicines, dispensing and surgical accessories/items etc,

Sub: Important suggestions for improving working conditions of Local Bodies

Sir,

Regarding the above subject of immense public interest and vital utility in discharge of public services of civic amenities, I have to bring to your kind notice some important facts and suggestions in functioning of local bodies like municipalities, Town Areas and Village Panchayats as the subject matter has gained more significance after 73rd constitutional amendment enabling and empowering these institutions for discharging civic amenities, welfare schemes and development projects. It is worth to mention here that the situation in these public institutions here is quite pitiable as compared to the developed and more civic conscious southern and western states of the country. Hence following are certain suggestions for implementation by such bodies with close surveillance by the vigilant and responsible civil administration:

Office premises of such institutions should maintain aesthetic look with facilities of reception desk, sitting space/waiting hall for visitors, toilets, drinking water, beautiful park/garden (inside premises). The entire area should be fenced or protected through permanent boundary wall,

Through sign board & cut outs, there should be display of entire government facilities (in its jurisdiction) like places of importance for visit/tourism, educational institutions and hospitals’ details as well as ongoing welfare and development schemes (being undertaken by the local body),

In the entire open/free space (under such local body), proper plantation through social forestry should be carried out in the very beginning of monsoon. If sufficient space is available, then there can be a herbal garden growing selected medicinal plant sp for public awareness and utility,

Conservancy services like disposal of domestic, industrial and hospital waste material (biodegradable and non-biodegradable) should be carried out under strict health/environmental norms. Burning of plastics, bio-fuels and agriculture produce to be discouraged as it causes health hazards & ecological degradation,

To meet optimum requirement of providing street light, roads/lanes, drainage etc, special efforts should be made to fill the void. If necessary, corporate houses should be approached under CSR obligation,

Water and Energy are two most vital necessities of mankind which are getting reduced. Hence, it needs derive to save these commodities through fine-tuning the systems and gadgets. CFL lamps in offices and streets have to be encouraged under Bachat Lamp Yojana launched by Min of Envt. Govt. of India,

Municipal offices should maintain their objectives and work accomplished data online for public access. Use of Computers should be increased. RTI queries need to be disposed of quickly,

Ward councilors should be sponsored for short term training courses on social welfare, environment/ ecology conservation, health/hygiene upkeep etc. Specialists should be invited for guest lectures for addressing to ward councilors and employees for improving their knowledge on working requirements,

Area ward councilors should keep close tab on sanitation, environmental conservation, wastes disposal and health aspects in their respective wards. Local NGOs, Volunteers and specialists’ services can be utilized in maintaining healthy ecology, hygiene and public utilities,

Area ward councilors (in coordination with chairperson) should ensure that no welfare beneficiaries are left out of the government aid / assistance in the implementation of state/centrally sponsored schemes,

Periodical health check up, blood donation and health/hygiene awareness camps, nutritional supplements distribution (to malnourished & pregnant ladies) and vaccinations should be carried out as important agenda. There should be arrangement of ambulance at every municipality,

Sub: Important suggestions for improving the District Website

Sir,

Kindly refer to our earlier mails in this regard (dated 29th June, 10th Aug and 30th Sept 2009, copies enclosed as in continuation), I understand that with total overhaul of the site, most of problems pointed out earlier might have been sorted out. In view of the rising IT utility and consciousness, lot of classified information is still required (mainly most sought public institutions like educational establishments, health services, electricity supply, agriculture advancements and local bodies like municipalities/town areas etc). Hence, in this regard I have to further suggest you following important points to be considered for improving the existing website and remove the anomaly if any:

The most important department (from public utility point of view: Health Services) needs that assigned

medical officers at each PHC/CHC/SC must be displayed with their details like their specialization,

responsibilities & duties allotted, residential addresses and contact numbers etc,

With thrust on basic and secondary education (due to centrally sponsored schemes like MDM, SSA) as well as likely implementation of Right to Education Act 2010, it is quite necessary that all the secondary/intermediate and degree colleges should have access with internet, all the Principals’ details (contact Number, residential address, email id etc) should be uploaded on the district website. Thus the entire establishment must be easily accessible / accountable in implementation of such schemes and academic activities. Each college (intermediate as well as degree college) should have its own webpage depicting the courses offered and the faculty/facility available as well as annual program of activities,

Since municipalities/town areas impart vital public utility/amenity services, these institutions should have their own details on its separate portal (within the district site). References and details of each municipality/town area officials and public representatives must be available. There should be mention of the ongoing welfare schemes, status of implementation and facilities and future proposals (development process) available on its portal,

Since district is predominantly agriculture based where more than 80% workforce is engaged in agro production and self employment, it is therefore necessary to display more detailed and categorical current information/data on seasonal agriculture activities with data on production of important crops like potato, grains, pulses, paddy, orchards, flowers and veggies. Special mention on portal needs the highlight of model/innovative farming established and being demonstrated by national award winner Shri Ram Kumar Dubey (Village Jaisinghpur-Rajlamau, Block Talagram),

Since traditional Perfumery and Bidi manufacturing industries fetches substantial revenue and providing local employment, there needs modernization of these two and establishing new ventures which need well categorized information details. It needs therefore to display (through district website) about ongoing activities, references of major industries and units for better networking for user groups,

Since agriculture, industrial and domestic needs are fulfilled largely through sufficient power supply, hence there needs display of electricity establishments, maintenance and supply data on its portal,

While sending documents to all the district officials (through e-mail) at the given ids (available on website), few of the officers’ id are either wrong or not being operated, hence mail bounces. This has to be immediately rectified and also on receipt of mail, as a minimum courtesy it should be acknowledged.

Regarding above subject of great human utility and global concern, in continuation to my earlier suggestion letters for celebrating the World Earth Day and World Environment Day (letters dated 12th April and 17th May 2010 respectively) I am putting forward the following suggestions for intensive forestation during the coming monsoon under your able administrative jurisdiction:

1) A blue print in advance can be prepared for intensive forest coverage with selected species of ornamental, medicinal and environmentally useful species,

2) Entire free and open area in the premises of Schools, Colleges, Hospitals, Community Health Centers/Sub Centers, Collectorat, Tehsils, Blocks, Municipalities/Town Areas, Village Panchayat, Police stations, and all other public places can be covered under extensive plantation,

3) The vast space inside the collectorat can be developed as model forestry in respect of aesthetic as well as medicinal plants covering large number of species in the wide area,

4) Certain selected medicinal plant species like Samalu (sp vitex negando, used in arthritis and other orthopedic ailments), Ghritha Kumari (Aloe vera L), Bel (Aegle marmetos), Phyllanthus emblica (Amla) Neem, Peepal etc can be better chosen. These are also known environmentally protective sp,

5) Environment protection plants/ trees like siser, cassia, guava, jamun, tamarind and margosa can be particularly chosen in industrial belt and on the highway side as these are pollution absorbing sp,

6) Before the plantation process is taken in a fortnight period, it is quite imperative to remove the unauthorized/illegal possession from the public land (mainly under gram panchayats) and other public institutions and the land is to be made viable and fertile for growth of the plants,

7) Proper contingency arrangement for the saplings’ protection and conservation (possibly through fencing or netting) should be ensured along with plantation. There should be a periodical auditing of survived species. Incentives should be provided for better upkeep and improving survival rate,

8) If required, technical opinion/expertise from the research institutions like FRI Dehradun, NBRI & CIMAP Lucknow etc can be obtained for selecting the species and their upkeep,

9) Services of the active district NGOs are to be utilized in making the program a real success,

10) Sufficient media coverage (inviting public opinion and their cooperation) including the program uploading on district website should be done such that the environment and ecology conservation can be virtually made a people’s movement/mission and vision for the developed, clean and green Kannauj marching towards being the model district.

Sub: Request for curbing menace of dubious tactics in conducting Urdu Courses’

Examinations and selection for training/recruitment of Primary Urdu teachers

Regarding the above subject of serious public concern, I would like to bring to your kind notice that ever since the recruitment and teachers’ training process for appointment as Urdu teachers started (for more than 15 yrs), following irregularities had come to our notice which had taken a bad precedence and gross irregularity in the elementary education system in district:

Mushrooming of examination centers for conducting various Urdu courses’ examinations (allotted by Jamia Urdu Aligarh and UP Urdu Arabic Pharsi Board) for eligibility to gain employment as Urdu teachers in district primary schools has taken such an ugly turn that a large number of examinee appear in proxy for others with tampered identity. This is a well planned racket by Board officials, center managers and the examinees. There are reportedly well organized touts (as center managers and the language knowing candidates appearing as proxy examinees in someone’s name). Such is being ignored by district education authorities and examination body officials (at Aligarh and Lucknow) for vested monetary interest.

During the process for selection of training and recruitment as Urdu teachers by selection/ recruitment board (at district level), the short listed candidates are never tested for their proficiency or even literacy in the language (through spot written test). Such is a major flaw in the final selection/recruitment of Urdu teachers. It is therefore recommended that in future such selection/recruitment process; there should be a thorough screening test for proficiency in the said language to ascertain the real eligibility irrespective of holding the desired certificate.

In order to meet justice for promoting Urdu language (as being second state official language) the working Urdu teachers at all primary and junior high schools should be mainly engaged for furtherance of the primary interest of Urdu teaching rather than being taken general subjects’ teaching and other peripheral jobs.

A thorough enquiry (against all the Urdu language teachers) in district need to be undertaken through fair process and competent body to distinguish non Urdu knowing Urdu teachers. Their credentials can be verified and if found forged, tough disciplinary action should be taken in the interest of transparent and good governance.

Through our earlier survey report (surveyed on 25th April 2010) on functioning of primary schools in the district, already submitted to your office, I would like to remind request you about gravity of such menace which needs vigilance enquiry to probe such mass irregularities in the past 15 years. We will proceed for such demand to the state level competent agency.

The district level registered NGOs may also be directed to sensitize the masses and the target groups (by making mass movement) as we are facing critical environmental scenario in the form of global warming, glacier melting, natural calamities and disasters like drought, Tsunami, Aila, Earthquakes etc resulting into food crisis and extinction of vulnerable flora and faunal species, besides other unknown impacts. Having three decades of service experience in academics with keen interest for society’s development & welfare aspects, it had been my hobby to get involved through various welfare organizations like NGOs & teaching institutions. Noticing vast difference in the arena of developmental process & other social set up in our district / area than to the other states like W.B. & T.N., I got highly motivated rather indebted to involve in public welfare issues through cordial & effective coordination with district administrative authorities here in our home district. Seeing Group & Community Leadership Establishments through local clubs and District/State level NGOs in W.B. (at my earlier work place / residence in Kharagpur under Midnapore district) where during the past 15 yrs we helped provide to over 500 people the Old Age, Widow and Handicapped pensions, besides other charitable services. Since the means of communication & information access has reached to its peak, distance has no barrier in carrying out our objective. As defined in our strategy, we will request the public and the credible district officials to feedback me on the issues, problems and constraints in its execution such that we may interact to bridge the gap & also help in meeting the resources fulfilled to accomplish the project/s. For that communication may better be done through e-management/e-governance.

We feel that the place which this district enjoys amongst other districts in the state and nation should be distinct rather superb because of its historical significance. That is why we have taken a vow to serve it voluntarily as per the wishes of our mentors like Dr A.P.J. Abdul Kalam, Shri T.N. Chaturvediji etc. There is no place for nepotism, casteism/communalism and corruption in our mission. Hence, we being indebted of the area & its people are morally bound to move ahead the agenda to fulfill the gap. Our regular consultations, with specialists, former bureaucrats & accredited leaders including the public are continuing to fine tune our strategy & to utilize their expertise & opinions. In this regard, recently we had nearly two hrs long discussion with seasoned bureaucrat Dr Nasim Zaidi IAS, DGCA (formerly DM Farrukhabad, 1982-85). He suggested for designing small & micro projects at the Village & Block levels & to pursue them to get executed. For larger community projects like roads, schools, hospitals & power generation, besides the involved Govt. agencies, corporate houses like Sahara India, Reliance & Kingfisher Group (Vijay Mallya) etc will be approached.

Twenty first century governance system has added new concepts like RTI, e-governance, enhanced level of public participation in governance through Panchayat system & public participation etc. Hence, Govt. officials shunning the conventional/traditional bureaucratic approach, should be public friendly & fully transparent, accountable & efficient. It should be ensured that in the execution of national missions, no compromise is done with poor public interest. The true inclusiveness concept of Government can be realized only when we the administrative/executive authorities feel concern for cause of common & mainly the poor people for whom the new Ministries in the Union Govt. had been added (like Ministry of Social Justice & Empowerment, Ministry of Women & Child Affairs, Ministry of Rural Development, Ministry of Minority Affairs etc). As a responsible Indian citizen/Govt. Officer, it should be our derive and pledge to serve the nation & society in true sense of the norms & guidelines laid down (laws enacted by Hon’ble Parliament & State Assembly) so as to reach the benefits to common people and particularly to poor masses as providing health, education, infrastructure (whole range of amenities) is responsibility of Govt. During passing out day address to IAS Probationers at LBSNA Mussourie, it is advised that unlike former ICS, you are servants not the rulers. Hence, go to field & serve the people & the nation. Sir,

Kindly refer to our meeting (on 1st August at your office) to work for uplift of my Home District in respect of infrastructure development and other welfare services to the needy people through our committed efforts, for which lot of detailed information is required from your dedicated team. In this regard I had already requested to your predecessor. In this regard I am referring the earlier letter (dated 10th August 09) containing few suggestions & recommendations for better public services and transparency in the system which is rewritten with slight modification.

It is requested that a formal request from your level should reach the state NIC Head Quarters for bringing District Kannauj under e-Governance (as a priority agenda),

We have noticed that most of the principal officers are not using their e-mail id or operating computer personally. Kindly encourage use of computer & IT tools,

The revised and updated data from various sections (through soft copy) is hardly accessible / available on request,

The website needs to be better classified & detailed information / data should be available by periodical updating ,

There needs to be a chapter in district website for public feedback / comments / opinion,

Data & detailed information on flagship welfare programs like NREGS, IAY, PMGSY, Widow, Old Age, Handicapped Pensions etc need to be clearly shown on website stating the execution and pending status,

A revised roadmap needs to be prepared for covering the remaining areas which are not linked by road & electrified including the health & education facilities. To our observations, so many remote villages are still uncovered due to reasons best known to the administration & the polity,

Contingent & preventive measures need to strengthen power supply & provide irrigation facility (especially due to drought) through increasing irrigation potential, especially after the drought like calamity has badly affected the district

Strict vigilance needs to be observed to contain the rampant corruption mainly in the Centrally sponsored schemes and in PDS system,

District Kannauj being historically famed (a few monuments being maintained by ASI) has immense inherent tourism potential. It is therefore requested that possibilities for tourism infrastructure development need to be worked out.

In view of the imperativeness for better public services and good / effective governance, you are most humbly requested to kindly consider our above mentioned suggestions / requests. As committed, we will stand firmly in the development and public services through our voluntary services to the district populace. Majority of the district poor people are not better / quality educated & properly cared through any means (as political process is also not very healthy & effective). Having discussed about our aim to work for uplift of my Home District in respect of infrastructure development and other welfare services to needy people through our committed efforts, for which lot of detailed information is required from your dedicated team. I had gone through website where it appears that information is either incomplete or outdated. For example:

In chapter Geography: it is mentioned as 7 Development Blocks instead of 8,

In chapter: District at a glance: the data is shown as of 05-06, which may be up dated as up to 09,

In chapter Struggle for freedom: in 2nd Para (2nd line) it should be took instead of to & in the last line it should have been several freedom fighters were arrested instead of several freedom fighters arrested,

In chapter Telephone No. of Govt. offices: Phone No. of Haseran BDO is missing, the new Block needs to be added, so many important officers’ Nos. are missing like that of D. F. O., District Inspector of Schools & District Statistical Officer etc. Moreover every officer’s mobile number may also be stated for necessary & urgent requirement,

Details of newly established Higher educational institutions (under SFS system) as well as all the degree & Intermediate Colleges need to be mentioned,

Details about potato storage & other agriculture products as well as small scale & cottage industries need special attention on the website,

Kindly explore the tourism potential & mention it on the website to attract the tourists nationally & globally.

Furthermore for my academic interest, I would like to get following specific information (categorically) under all three Tahsils & 8 Development Blocks under your stewardship:

The electoral list of the entire District (class & category wise: preferably in the form of soft copy) from the office of District Election Officer,

Details of Public representatives (Panchayat including Village, Block & District level) available from the office of DPRA & concerned BDOs,

Details of the Rural roads, canals & rivers & ongoing construction in this regard (through Panchayat Engineer & other concerned departments),

Status of Electricity demand & supply and any measures to improve such critical plight,

Estimated agriculture produce, revenue generated & overall agriculture potential of the district & the ongoing R & D activity in this regard if any,

Literacy mission like SSA, Mid day meal, Anganwadi Centers, welfare schemes like IAY, widow, old age & handicapped pensions distribution etc,

Public Distribution System through FPS: its status and constraints / shortfalls if any,

Self sufficiency of seed & fertilizer & its subsidy provision to the deserving farmers,

Irrigation potential of district, % of land non irrigated & schemes to meet out objective,

Implementation of PM’s revised 15 Points program for welfare of minorities, its achievement, shortfalls and ongoing efforts to fulfill the task.
