Getting inspired from His Excellency Dr A. P. J. Abdul Kalam’s high profile talk on India: Vision 2020 (while addressing the Indian Science Congress 2003 at Bangalore), I have pledged to help develop our historically significant place (District Kannauj, rather entire Parliamentary constituency) at international level as a model constituency utilizing the modern tools of Science & Technology and getting reach the fruits of social justice and empowerment to all the deserving & weaker sections of people. Being son of the soil, and having worked for over thirty years in academic and scientific institutions, I have developed the scientific skill & committed concern for my area people to serve them through ongoing government policies, programs and welfare schemes (including the proper infrastructure development measures) so as to reach the people of the area at par to the developed nation. The service of the area & its people will be done in the humanitarian & scientific manner exploring the fullest potential of Science & Technology, I T & the manpower potential through the unique concept of e-governance as a major tool to interact with larger segment of the populace & redress their individual and collective grievance.

Since the union government (through its various ministry’s ambitious projects & welfare measures) has launched poor & common men agenda with renewed commitment & honest approach, it is our privilege to share the ongoing process of development. A close surveillance has to be done in respect of achievements in infrastructure development in the area. The important services like electricity, education, health care, agriculture & irrigation potential, revenue generation through agriculture produce, tourism potential and self employment generation etc will be monitored closely to fill up the gap. To carry forward such agenda, we are committed on the principle of important saying: Think Globally Act Locally. I shall keep on serving my area people through periodical interactions with district, state as well as Union Govt. officials / machinery through personal contacts and e-mailing through the well developed vast manpower network in the field.

The severe problems like power crisis (in both the rural and urban areas) will be our top priority. It will be initiated by introducing the practice of timely serving / replacing the electrical connectors, gadgets, transformers etc as time bound process with regular intervals (through strict monitoring & surveillance). To optimize the agriculture, horticulture and floriculture, dairy and poultry potential of the district / constituency, effective coordination with neighboring academic and R&D institutions like FFDC Kannauj, IIT Kanpur, CSA Agriculture University Kanpur, Directorate of Pulses Research (ICAR), Kanpur, NBRI & CIMAP Lucknow etc will be made to educate and involve farmers practice the inventions and innovations of scientific output for better crop yield and post harvest care. Our efforts will be utilized to improve the traditional perfumery and fragrance industry to developing into modern hi-tech industry to enhance export potential of the fragrance and perfumery products & generate more revenue and indigenous employment.

In order to get utilized the waste and barren land, soil testing and other studies will be done with the aim of covering the entire land under agriculture or social forestry within a stipulated period of five years. Along with national and state highways, dense social forestry with special thrust for eco-friendly and fragrance / aesthetic trees will be carried out. Since Indian Railway is the lifeline of the common people, it is imperative to convert the single track BG line to double track BG line from Kanpur Central up to Farrukhabad with increased frequency of both the passenger and mail trains. The aesthetic look and passenger amenities at railway stations and along with rail track needs to be raised up to a greater extent so as to keep a heritage status.

High quality parameters will be observed in monitoring the Educational and Health care institutions through our concerted efforts. Coordination & cooperation of prestigious national institutions will be made to meet such objective. A unique institution namely: Medicinal Plants Promotion Centre (Northern region) will be established at Kannauj with the collaboration of NMPB (AYUSH Ministry of Health) & CIMAP & NBRI Lucknow to make aware to common people about abundance / occurrence of locally available medicinal plants, its conservation, cultivation and utilization in various kinds of ailments as a centre of excellence of Northern India. Additional technical institutions like ITI, Polytechnic, farm produce and agriculture management institute (based on post harvest technology) will be established through our innovative approach.

All round efforts will be made to create awareness about its historical significance and cultural heritage through DAVP etc. In order to regain the past glory and heritage, efforts will be made to celebrate annually the Kannauj festival (inviting Hon’ble Prime Minister) to inaugurate and function from here for a day (as ceremonial honor to the place). The elite personalities from far off places (with connectivity to the place or whose ancestors had migrated from here like Justice Ranga Nath Mishra etc) would be invited to grace the occasion. This will enhance the cultural ties to other parts of the country and abroad. At the same time, Ministries of Tourism, Culture, Youth Affairs and Sports, Rural Development will be approached to develop the specific infrastructure of the district such that in due course of time the lost glory of the historically famed Kannauj can be regained.

It will be our continuous effort to monitor the proper disbursement of the socially beneficiary schemes like Widow, Old age, Handicapped Pension etc including the PDS benefits especially to the BPL populace in the entire constituency, for which close coordination with District / Sub Division and Block level officials as well as state & central agencies will be made. The areas and the class & group of people so far neglected will be compensated & cared sooner. All round efforts will be made to maintain harmony and goodwill among the people of various sects & community. Through this agenda, residents of our beloved district / constituency will be served with humanitarian zeal in the scientific manner utilizing the fullest potential of Science & Technology through vast but close public network utilizing means & concept of e-governance from Village Panchayat up to PMO level.

At Grass Root level: Derive for getting issued Ration Cards, EPIC, inclusion in BPL/Antyodaya list (to the deserving people),

Helping to get issued Old Age, Handicapped & Widow pensions (to entitled persons),

Helping to provide contingent relief from District Administration during accidental casualty and calamities etc,

Identify critically sick persons (like T.B., Cancer, HIV + etc amongst BPL) & help them provide medical relief through local establishments including from PM relief fund

Create health consciousness & concept of cleanliness / sanitation especially in the slums and amongst poor colonies of dalits & weaker sections (municipal bodies & village panchayats to coordinate),

Periodical health camps (like blood donation, routine health check up & eye operation derive etc) will be arranged,

Special derive for curbing the menace of alcoholism and drug abuse (prevalent in both the rich & poor class of people),

At the beginning of scholastic session, derive to enroll optimum number of children in the school (from amongst the weaker sections & minority community),

Helping to provide incentives / encouragement to the bright students for pursuit of higher education to the children of weaker sections of society (manage funds & resources for pursuing prestigious professional courses),

To check the dropouts of children from the school & monitor their performance by interacting with parents & school teachers,

Interacting with Dist. education officials (for conducting debates & essay competitions) for improving teaching techniques thus improving the overall education quality (for further professional education and seeking employment),

Awareness camps for creating environmental consciousness / biodiversity conservation issues in local perspective,

Special derive during the monsoon & post monsoon period for plantation & raising social forestry (coordinating with state forest dept) to strengthen forestry cover,

Coordinating District development agencies for maintaining even pace in the district infrastructure development process (like roads, electricity etc),

Exploring avenues for installation of Electricity generating units (at district level through public participation inviting corporate houses),

Exploring avenues for improving irrigation potential of the district,

Coordinating & monitoring of flagship welfare schemes like SSA, Mid Day Meal (in Govt. schools), MGREGA/S implementation at the Village Panchayat & Block levels,

Coordinating Agriculture Dept officials for raising agriculture out put (including establishing agro industries for preservation & processing units),

Coordinating with prestigious institution: FFDC for better benefits to the farmers, perfumery industry & to the budding small entrepreneurs (through public participation),

Developing Tourism potential at massive scale (involving ASI, UPTDC, ITDC & private entrepreneurs) to bring the district at World tourism map (in order to gain the glorious heritage).

Thus Kannauj to attain the status of Model district amongst 626 districts of country

An Appeal to District Officials for Model Administration/Governance

Having three decades of service experience in academics with keen interest for society’s development & welfare aspects, it had been my hobby to get involved through various welfare organizations like NGOs & teaching institutions. Noticing vast difference in the arena of developmental process & other social set up in our district / area than to the other states like W.B. & T.N., I got highly motivated rather indebted to involve in public welfare issues through cordial & effective coordination with district administrative authorities here in our home district. Seeing Group & Community Leadership Establishments through local clubs and District/State level NGOs in W.B. (at my earlier work place / residence in Kharagpur under Midnapore district) where during the past 15 yrs we helped provide to over 500 people the Old Age, Widow and Handicapped pensions, besides other charitable services. Since the means of communication & information access has reached to its peak, distance has no barrier in carrying out our objective. As defined in our strategy, we will request the public and the credible district officials to feedback me on the issues, problems and constraints in its execution such that we may interact to bridge the gap & also help in meeting the resources fulfilled to accomplish the project/s. For that communication may better be done through e-management/e-governance.

We feel that the place which this district enjoys amongst other districts in the state and nation should be distinct rather superb because of its historical significance. That is why we have taken a vow to serve it voluntarily as per the wishes of our mentors like Dr A.P.J. Abdul Kalam, Shri T.N. Chaturvediji etc. There is no place for nepotism, casteism/communalism and corruption in our mission. Hence, we being indebted of the area & its people are morally bound to move ahead the agenda to fulfill the gap. Our regular consultations, with specialists, former bureaucrats & accredited leaders including the public are continuing to fine tune our strategy & to utilize their expertise & opinions. In this regard, recently we had nearly two hrs long discussion with seasoned bureaucrat Dr Nasim Zaidi IAS, DGCA (formerly DM Farrukhabad, 1982-85). He suggested for designing small & micro projects at the Village & Block levels & to pursue them to get executed. For larger community projects like roads, schools, hospitals & power generation, besides the involved Govt. agencies, corporate houses like Sahara India, Reliance & Kingfisher Group (Vijay Mallya) etc will be approached.

Twenty first century governance system has added new concepts like RTI, e-governance, enhanced level of public participation in governance through Panchayat system & public participation etc. Hence, Govt. officials shunning the conventional/traditional bureaucratic approach, should be public friendly & fully transparent, accountable & efficient. It should be ensured that in the execution of national missions, no compromise is done with poor public interest. The true inclusiveness concept of Government can be realized only when we the administrative/executive authorities feel concern for cause of common & mainly the poor people for whom the new Ministries in the Union Govt. had been added (like Ministry of Social Justice & Empowerment, Ministry of Women & Child Affairs, Ministry of Rural Development, Ministry of Minority Affairs etc). As a responsible Indian citizen/Govt. Officer, it should be our derive and pledge to serve the nation & society in true sense of the norms & guidelines laid down (laws enacted by Hon’ble Parliament & State Assembly) so as to reach the benefits to common people and particularly to poor masses as providing health, education, infrastructure (whole range of amenities) is responsibility of Govt. During passing out day address to IAS Probationers at LBSNA Mussourie, it is advised that unlike former ICS, you are servants not the rulers. Hence, go to field & serve the people & the nation. Appeal to join us as Block Coordinator

It gives me immense pleasure and pride to convey that recently we have launched an ambitious project (voluntarily) for overall growth of the district Kannauj and all round well being of its people mainly underprivileged / deprived persons. Such Voluntary Organization named: Kannauj Action Plan 2009, which is aimed to work for socio-economic uplift of the poor people incorporating with National Agencies like Ministry of Culture, Health & Family Welfare, Social Justice & Empowerment, Women & Child Development, Dept. of Higher Education, Dept. of School Education & Literacy, Council for Advancement of People’s Action & Rural Technology (CAPART) etc all under Government of India in coordination with State Govt. & co-operation of the District Administration, thus to develop Kannauj as Model District of the Country.

Since our strategy is rural and grass root beneficiary oriented, we need authentic field survey work for both the welfare & development works (in process as well as finding new scope) from village Panchayat up to Block, Sub Division & District level. This work needs clear understanding of the aims / objective of our mission which is poor people’s need oriented. Hence, it is being proposed that initially we need to deploy a Coordinator at each Block of the district who will study the area issues and problems (individual & collective) and also propose new ventures of poor peoples’ welfare and the area’s infrastructure development aspects like education, electricity, health, agriculture, irrigation, roads & drainage etc. This kind of work will be a continuing & creative process for providing all round services (voluntarily) by keeping close coordination with Public as well as Panchayat, Block and District level Govt. machinery.

On fulfillment of the conditions, Government and other Donor Agencies will be approached for funding & financial assistance to execute the multi-dimensional works under the objective of this Voluntary Organization.
